Asia-Pacific Prepares Unified Strategy for WTDC-25 Through APT Meeting
The Asia-Pacific Telecommunity (APT) concluded its fifth and final preparatory meeting (WTDC25-5) for the ITU World Telecommunication Development Conference (WTDC-25) in Bangkok, Thailand, held from September 15 to 19, 2025. This pivotal gathering brought together a diverse group of 168 participants from various nations in the region, aiming to amplify Asia-Pacific’s collective voice at WTDC-25, which is set to take place in October in Baku, Azerbaijan. Over the course of five active days, delegates coordinated efforts to finalize critical decisions and initiatives likely to shape the future of connectivity and digital inclusion in the region.
Key Resolutions and Regional Priorities

One of the main achievements of WTDC25-5 was the finalization of 19 Preliminary APT Common Proposals (PACPs), along with the endorsement of the Asia-Pacific Regional Initiatives (APRs) for the 2026-2029 period. These initiatives are closely aligned with the strategic goals of WTDC-25 and are focused on promoting inclusive connectivity, expanding access to underserved areas, and ensuring resilient digital infrastructure across the Asia-Pacific region. The meeting also reaffirmed 11 proposals that had been developed in the previous preparatory round, ensuring continuity and strengthening the region’s approach to key development topics.
In particular, discussions addressed global priorities such as gender equality, youth empowerment, environmental sustainability, and support for vulnerable groups. This was reflected in the adoption of the APT Position on ITU’s Work on Topics Related to Sustainable Development. APT members reiterated their commitment to the ITU’s efforts in advancing the United Nations 2030 Agenda for Sustainable Development, highlighting the importance of digital inclusion as a cornerstone for global progress.

Among the proposals discussed was the ITU’s potential role in leveraging satellite systems to enhance connectivity in remote and underserved regions. Although consensus on specific resolutions was not reached during the meeting, these proposals underscored the region’s ambitions to bolster access to reliable and equitable internet services worldwide. Key proponents were encouraged to submit these proposals for further consideration during WTDC-25 in Baku.
