Telcos Face AI Identity Crisis: Infrastructure Providers or AI Ecosystem Leaders?
Telecom operators are at a pivotal moment as artificial intelligence reshapes industries globally. According to a new Fierce Network Research report, “Risk, Reward and Revenue: Defining Telcos’ Role in the AI Economy”, CSPs are deeply divided in their strategic paths for the future. While 57% view their role as infrastructure providers—focusing on networks, data centers, and secure connectivity—43% aspire to integrate more directly into the AI value chain, with 24% aiming to actively participate, and 19% seeking to orchestrate AI ecosystems.
Telco Strengths and Hurdles in the AI Economy

The report highlights telecom operators’ unique assets as potential differentiators in the AI-driven economy. These include distributed global data center capacity, secure and resilient networks, and trusted relationships with enterprise and government clients. These foundational elements give CSPs inherent advantages as they explore new revenue streams in AI.
However, significant challenges loom. Legacy infrastructure—sometimes referred to as 145 years of technological “debt”—makes modernization costly and slow. Additionally, operators face a shortage of AI and data science talent, while demonstrating the business case for advanced AI infrastructure remains difficult in a highly competitive market.
Market Context: Why AI Matters for Telecoms

As enterprises race to adopt generative AI, CSPs are uniquely positioned to provide the backbone for these resource-intensive applications. Hyperscalers like Google, Amazon, and Microsoft have seized on AI, but telecom providers control critical real-time data and connectivity that hyperscalers require for seamless AI deployment.
Complicating matters, CSPs must decide between maintaining their status as “dumb pipes”—providing connectivity without higher-value services—or transforming into intelligent digital enablers that contribute directly to AI use cases. This transformation has been touted before but remains unrealized for many operators, raising questions about whether AI-driven modernization will succeed this time.
Future Outlook: Can Telcos Push Beyond Connectivity?

The Fierce Network Research report paints a stark choice for telcos: evolve or risk irrelevance. Early adopters are already showing signs of success, leveraging their networks to support AI applications from predictive analytics to autonomous operations. But for the broader industry, the pathway forward includes an overhaul of business models, aggressive modernization of legacy systems, and investment in talent skilled in AI-driven technologies.
Ultimately, the report suggests that telecom companies must act swiftly to capitalize on their network strengths or risk being left behind by technology giants. The question remains: can these operators pivot fast enough to capture AI’s enormous potential?
