Transforming Regional Connectivity: Kenya’s Digital Infrastructure Project

The Kenyan Government, in collaboration with the Ministry of Information, Communications, and The Digital Economy along with the ICT Authority, is spearheading the implementation of a high-capacity fiber optic cable along the Isiolo–Mandera corridor. This initiative is part of the Horn of Africa Gateway Development Project (HoAGDP) funded by the World Bank, aimed at boosting digital connectivity in Kenya’s northern regions and establishing cross-border links to Ethiopia and Somalia. As a critical part of this endeavor, the ICT Authority has initiated an Early Market Engagement process to gather insights from industry stakeholders for upcoming procurement opportunities in backbone fiber optic infrastructure, cross-border connectivity, last-mile installations, public WiFi, networking equipment supply, and civil works. By upgrading the Isiolo-Mandera Regional Road Corridor alongside this digital infrastructure project, over 3.2 million residents are expected to benefit from improved access to social services, internet connectivity, and economic opportunities. The project, scheduled for completion by June 2028, also aims to strengthen regional cooperation between Kenya and Ethiopia through cross-border fiber optic connections and complementary infrastructure projects. The overall goal is to enhance economic potential, promote sustainable development, and improve regional mobility in the Horn of Africa region.
