APNIC’s Delegation Review Progress: Major Updates and Future Plans

APNIC has made significant progress in its resource delegation review program for Q3 2025, as highlighted during the APNIC Member Meeting at APNIC 60. Designed to ensure compliance with established address policies, the initiative involves a comprehensive review of all IPv4 resource delegations and transfers performed over the last decade. This thorough approach aims to maintain the accuracy of the APNIC registry while addressing gaps in policy compliance.

Comprehensive Delegation Review Across NIRs

The primary goal of the resource delegation review program is to uphold transparency and ensure that delegations align with policy requirements. To achieve this, the program works collaboratively with National Internet Registries (NIRs). A key step in this process has been the review of Vietnam’s VNNIC data, which is now nearing completion. The implementation of the Second Opinion Review (SOR) process for VNNIC has played a critical role in aligning delegation practices. During this temporary phase, every delegation and transfer decision is reviewed by APNIC before moving forward. Final results from the VNNIC review are expected by the end of September 2025 and will inform future refinements in APNIC’s processes.

Ongoing Investigations and Resource Reclamation

APJII, another major NIR under review, has been investigating earlier findings that revealed inconsistencies, expired records, and missing data in the IDNIC registry. As of now, APJII has identified 102 delegations for reclamation and return to the APNIC IPv4 free pool. Additionally, 257 delegations have been confirmed to comply with policy standards. Despite this progress, the complexity of remediation efforts has prompted APNIC to extend the delegation review timetable into 2026. By balancing these efforts with its own operational workload, APNIC seeks to ensure thoroughness without compromising quality.

Beyond the delegation reviews, APNIC is undertaking broader initiatives to enhance policy compliance and operational efficiency. A comprehensive review of resource delegation workflows and team structures was launched during a recent organizational realignment. This review, expected to conclude by the end of 2025, will streamline processes and improve accountability. Moreover, new measures such as randomized spot checks and account accuracy checks have been introduced to ensure ongoing compliance with policies. These proactive efforts highlight APNIC’s dedication to evolving its approach to better serve its members and the internet community.

Looking Ahead: Updates and Timelines

With resource-intensive reviews still underway, APNIC is prioritizing effective resource management. It currently operates two active remediation processes, including SOR mechanisms, to address identified issues while managing its core resource delegation responsibilities. These reviews are critical to ensuring transparency and alignment with policy, and APNIC anticipates completing at least one additional NIR delegation review within 2025. What lies ahead in 2026 will include sustained efforts to refine existing processes and policies.

This delegation review progress marks a pivotal moment in APNIC’s efforts to enhance industry standards, policy enforcement, and member engagement. More updates on ongoing reviews, including VNNIC, are expected by early October 2025.
