Digital Transformation Success in Oman: A Closer Look at Tahawul Program’s Achievements

The Success Story of Tahawul Program
The National Program for Digital Transformation, known as Tahawul (2021–2025), has demonstrated remarkable progress with an 80% enhancement in performance by the end of May 2025. This marks a significant 19% increase compared to early 2024, showcasing the effectiveness of the implemented strategies in rejuvenating government structures and services.

The success achieved by Tahawul reflects Oman’s broader digital transformation journey. The country has placed a strong emphasis on cutting-edge technologies, intelligent governance, and digital inclusivity as integral components of its Vision 2040 strategy, outlining a pathway towards a sustainable and knowledge-driven economy.
Dr. Ali bin Amer Al-Shidhani, the Undersecretary for Communications and Information Technology and Chairman of the Government Digital Transformation Program’s Technical Committee, commended the outcomes as evidence of Oman’s unified dedication to digital excellence. He highlighted that the program aligns with Oman’s vision of establishing an inventive and comprehensive digital government that prioritizes quality, efficiency, and transparency.
Key Milestones of Tahawul Program
1. 87% readiness in government institutions on average (up 7% from June 2024).
2. 86% preparedness of digital infrastructure.
3. Simplification of procedures for 96% of essential services, including 381 streamlined via Manjam Labs.
4. Digitalization of 74% of essential services.
5. Processing of over 11.4 million digital transactions by 48 government entities.
6. Conducted 33 advisory sessions and indexed 4,100 services in the national digital guide.
7. Launched the Unified Government Services Portal with 23 services, serving approximately 36,000 users and handling around 3,900 requests, including a sign language visual library.
8. Processed 14.5 million transactions through the OmanNet e-payment gateway in the first quarter of 2025.
9. Over 17,000 active users on the Wusool document management system, managing 1.5 million+ documents across 20 entities.
10. Facilitated 1.57 million electronic authentications and exchanged 163 million data records through the National Electronic Integration Platform.
11. Conducted more than 90 digital community consultations nationwide.
Tahawul is an essential element of the National Digital Economy Program, led by the Ministry of Transport, Communications, and Information Technology. Running from 2021 to 2025, this initiative offers a structured path towards a fully digitized government ecosystem, centered around effective governance, advanced technologies, and citizen-focused services.
