Maxis Teams Up with China Mobile International to Launch CMLink MVNO in Malaysia

Maxis has partnered with China Mobile International (CMI) to introduce CMLink, a new mobile virtual network operator (MVNO) brand in Malaysia. This strategic collaboration was announced on Monday and marks a significant milestone for CMI as it ventures into its sixth market with the CMLink brand, following successful launches in countries such as the UK, Singapore, Japan, Thailand, and Italy. With this launch, Maxis and CMI aim to tap into Malaysia’s vibrant telecommunications market, leveraging cutting-edge 4G and 5G technology to create a seamless mobile experience.

CMLink’s entry into the Malaysian market brings with it innovative solutions tailored to the needs of specific demographics. The new MVNO will provide unique features such as multiple phone numbers linked to a single SIM card and services that enable sharing of data between China and Malaysia. These functionalities are particularly designed to cater to students, expatriates, and working professionals traveling between the two countries. This aligns with Malaysia’s position as a hub for international education and trade in the region. Additionally, the collaboration is expected to enhance cross-border connectivity, promoting easier communication for businesses and individuals.

The partnership solidifies ties that were initially outlined in August 2024 under a memorandum of understanding (MoU) between Maxis and CMI. Through this MoU, both companies committed to exploring and developing private 5G applications and business solutions tailored for enterprises. These solutions include private 5G networks, smart park solutions, AI advancements, applied 5G technologies, and joint research and development initiatives. The formal announcement of this partnership was made during the prestigious 2025 China Mobile SEA Cooperation Conference held in Kuala Lumpur last week, further demonstrating Maxis and CMI’s dedication to innovation and international cooperation.

Notably, this partnership reflects a broader trend within Malaysia’s rapidly evolving telecommunications sector. For example, in August 2024, U Mobile also collaborated with CMI to enhance 5G connectivity and develop commercial 5G business-to-business (B2B) models, as well as bolstered roaming infrastructures for smoother cross-border mobile experiences. The introduction of CMLink represents not only a strengthening of Maxis’s market leadership but also an enhancement of Malaysia’s position as a regional technology leader underpinned by reliable and innovative mobile networks. As competition within the telecommunications sector intensifies, these collaborations are expected to accelerate Malaysia’s digital transformation narrative.
