PLDT Expands Grassroots Initiative to Combat Telecom Infrastructure Theft
The Philippine telecommunications leader PLDT, along with its wireless subsidiary Smart Communications, has taken a significant step forward in its fight against vandalism and theft targeting network infrastructure. With the expansion of its grassroots program, the companies emphasize community-level involvement to protect vital telecom assets through a collaborative approach with local governments and law enforcement. Originally launched in June in Makati City, this innovative initiative is now making its presence felt in other parts of the country, including Pangasinan, Davao, and Cebu.
Barangay-Based Asset Protection: A Nationwide Rollout

The program, known as the “barangay-based asset protection initiative,” puts local government units (LGUs) and barangays—the smallest administrative regions in the Philippines—at the forefront of security efforts. By engaging barangay officials, law enforcement, and community members, the initiative aims to create a grassroots-level network against theft and vandalism, which have plagued telecom sites across the country. According to PLDT, such incidents occur as frequently as once every three days in high-risk areas like Manila, making this a pressing concern for both the company and the communities it serves.
In Dagupan City, this expanded effort was spearheaded by the APSRG North Luzon Asset Protection Division in collaboration with local leaders such as Barangay Mayombo’s captain, Arsenio “Armie” Curameng, and the Philippine National Police (PNP). Similarly, in Davao City, the local rollout coordinated the efforts of the Asset Protection Operations Center (APOC), Mindanao Asset Protection teams, and additional stakeholders, including Smart device partners and PLDT Home Sales units. Over 100 individuals attended the Cebu launch, where APSRG Visayas head Nicomedes Juezan Jr. worked closely with Barangay San Vicente’s captain, Victor Comendador, to ensure the program’s success.
Empowering Communities Through Education and Resources

A key feature of the initiative is its emphasis on education and empowerment. Local barangay officials, security personnel, and residents are trained to recognize, report, and deter theft. The program also teaches participants about the Anti-Fencing Law and the essentials of digital security, enhancing their ability to safeguard not just physical assets but also their digital connectivity.
To bolster these efforts, PLDT and Smart provide barangay patrol teams with much-needed security kits, including flashlights, batons, reflective gear, raincoats, and prepaid Smart cards. These tools, combined with the community’s newfound knowledge, create a strong defense against potential threats to telecom infrastructure. The partnership underscores the importance of collective action by empowering communities to take ownership of the services they depend on every day.
A Model for Sustainable Security

The program’s success has drawn attention to the critical role of local partnerships in addressing industry-wide challenges. Colonel Wilfredo F. Gonio, who heads PLDT and Smart’s security central command, emphasized the importance of grassroots involvement. “Local partnerships are vital in enhancing our on-the-ground response to threats against our towers, network equipment, and fibre lines,” Gonio stated. He stressed that collaborations not only deter crimes but also foster a sense of shared responsibility among communities.
This barangay-based initiative represents a forward-thinking strategy in combating a persistent industry challenge. By combining technology, local governance, and community involvement, PLDT and Smart are setting a benchmark for sustainable and proactive telecom security. With plans to further expand the program to additional areas, this initiative is poised to significantly reduce theft and vandalism while ensuring uninterrupted service for millions of Filipinos.
